Contracts Cloud
|
The Open Windows Cloud Shared Service for Local Government now brings the benefits of Open Windows Sourcing and Contract Management to smaller councils. There's a reason why Open Windows was this year awarded the Microsoft Australia Innovation Partner of the Year. It's because we continue to bring innovative products to market at value for money prices, on Microsoft's newest platforms, and have done for 16 years. The Contracts Cloud Shared Service for Local Government is endorsed by the Municipal Association of Victoria and backed by Open Windows position as leader in Australian Government Contract Management at all levels of the Public Sector. |

Contract Sourcing The Cloud Shared Service manages the procurement and sourcing phases of government contracting. The service, enabes the user to define the sourcing stages required for each acquisition together with personnel & timelines involved, evaluation criteria to be used, create pre-contract documentation, capture details of submitting or invited suppliers and facilitates online evaluation of the submissions through to contract creation.. |
Contract Management The Cloud Shared Service manages a contract once in place, financial – i.e. payments & variations; date driven – i.e. milestones, deliverables, obligations; action based – i.e. meetings, tasks etc.; or risk based – i.e. issues, performance etc. A parent/child concept throughout the application provides the ability to manage all types of contracts, sub-contracts and panel arrangements. |
|
Supplier Management The Cloud Shared Service is designed to capture information regarding the organisations that both apply for, and/or succeed in entering into contractual arrangements with your Council. The service has the ability to record addresses, contacts, insurance details and documents, skill categories, meetings, performance history and more. The supplier relationship can be managed through the sourcing and delivery phases of contracting. |
Document Management The Cloud Shared Service provides the ability to store documents against sourcing, contract, and supplier records. A document creation feature provides the ability to auto-generate documents by automatically merging sourcing or contract data with pre-defined document templates. Document versioning provides the ability to track changes made to documents and maintain version history. |
|
Contract Reporting A substantial suite of standard reports is provided with the Cloud Shared Service allowing reporting on data held within the application. All reports provide the user with multiple selection criteria which then controls the data which is displayed on the report. Standard reports can be generated into pdf, doc, or xls formats. The system also includes a dashboard style homescreen.. |
Grants Management Councils who issue grants recognise the benefit of tracking grant milestones and deliverables prior to certifying payment of grant payments. The Cloud Shared Service provides this ability as well as all the other benefits of managing grants and leases as contracts. |

Municipal Association of Victoria Endorsement “An effective contract management system is vital to getting the most from supplier arrangements. Given the sheer volume and range of council contracts, it’s simply not possible to drive best value any other way. Aware that cost is a major barrier for smaller councils, MAV Procurement is pleased to endorse the OpenWindows shared service system, which offers councils an entry level, cost-effective solution for the very first time.“ Cameron Spence, Manager, MAV Procurement |
